Boardwalk Entertainment Group's writer-director Timothy Scott Bogart, music publisher Evan 'Kidd' Bogart and television producer Gary A. Randall were also attached to the project.
Kelsey Grammer and Hayden Christensen were both approached about the series.
Deadline reports that producers may shop the series to another network.
In related news, HBO will premiere "Vinyl," in the same vein as "The 1970s," in 2016. Martin Scorsese, Mick Jagger and Terence Winter are all attached to the project.
